What software (jeppesen?) do private air charter brokers use to prepare quotes? (based on given p/h rates)?
This is actually more complicated then you think.
There are air carriers, air charter companies & brokers, and just 3rd party brokers.
The difference is how each sells its service. Air Carriers simply provide an aircraft for a price. Air charter companies will operate aircraft of their own and also have contracts with other carriers to be able to offer a vast fleet of varying aircraft. Brokers have no actual invested intrest other than to negoatie rates with carriers , add a management fee, and sell that aircraft to a customer.
What goes into actual pricing is quite complicated.
Most carriers price their aircraft based on miles, not so much on actual flight time (altough any helicopter company will charge an hourly rate). The routing also determines the price,as longer flight legs are cheaper per hour for the air carrier. The longer the total flight, the cheaper the rate per mile. With very short distances, usually less than 300sm between legs, their is an added short leg fee to offset the increased fuel costs to fly this leg due to aircrafts do not get to fly at optimal altitude, but rather have to fly at the mid to high 'teens.
Next is future business trends. Can the air carrier sell a one way with a good possiblity of getting another trip. Usually trips to the border (LRD or ELP) will be billed one way, as the potential to get another trip out of Mexico will be highly likely, and can generate alot of revenue.
Next is fleet location, number of aircrafts available, and business levels. Supply and Demand 101, if business levels are high, its a name your price, if slow, its flying for fuel and a very small profit margin.
Many companies that operate air craft use a program designed for their company, some use jeppeson, and some use NavPak. They all do the same function, calcualate straight line distance from point to point. The distance is based on their billed route, based on business levels and where they want to aircraft to go after the revenue trip is done.

2 questions. How much does a personal helicopter cost? And how much does a private jet cost?

A business jet can run anywhere from just under a million used to, well there really is no top end. Some people actually use airliners for 'business" jets and will deck them out like a house with hot tubs and bedrooms, kitchen dining room etc., That could go up to 300 million easy.
On the smaller end Eclipse has introduced a 6 seat business jet that goes for about 1.4 million new. This has been considered to be a quantum leap downwards in the price of a small jet aircraft.
The next cheapest is Cessna's Mustang at 3 million.
I think 5 to 50 million is average price people pay for a new biz jet.
I would say 3 to 10 million would be the average price range for a turbine helicopter.

Will a jet aircraft detect a hand held laser?
This is something I've wondered about for quite some time. I read at a few places on the net that a few folk want to keep 300mW lasers out of the hands of private individuals. Also it is apparently highly illegal to shine a laser at a plane. Are the two proposals connected? I mean, if you point a little battery powered laser towards a plane (even though it could never do any damage), will the pilot get a warning of him being locked on by a rocket launcher or something? What gives?
Never do any damage? wrong.
It will permanently damage the eyes of anyone it hits. Not only directly, but even by a stray reflection off of a shiny surface. So even if you think you are using it safely, the beam could hit a bit of shiny metal, be reflected out a window and blind someone who just happened to be waling by.
In industry, they are used only in a closed room, no windows, and controlled access and everyone wearing protective glasses.

Pre-need cost of a private charter air carrier to transport my mother's body from CA to FL for burial.?
I don't expect to have to need for a funeral for at least 8 to 10 years. I'm just trying to work out a budget to save for.
I have no idea what a private charter air carrier would charge to transport a casket from Calif to Fla. But I do know that major airlines like American Airlines transports caskets and they would be ALOT cheaper then a private charter. Call the major carriers in your area and ask them. Then you'll have to pay for the funeral home in each state to transport her to and from the airport.

Where to look for air taxi jobs in the caribbean or hawaii or other places where charter planes are common?
I'm just talking about small planes here no bigger than a light twin. What would I need other than a commercial license? Where is the best website or place I can find a job like that?
You'll need a minimum of 500 hours so you can qualify for pilot-in-command in air taxi operations. There are next to no jobs available as a copilot in the Air Taxi business, so 500 hours is a bare minimum requirement. A minimum of 1,000 hours is preferred for insurance requirements, as well as flight time in the specific aircraft flown by a particular organization. While such jobs are advertised in various places (there are numberous job boards such as http://www.willflyforfood.com/) most hiring actually occurs either word of mouth (i.e. knowing someone already employed at an air taxi operation) or being physically on the spot at the right time with the right qualifications.
Having worked the Air Taxi business in Alaska for 8 years and having been on the hiring end for a couple of those years, I can say with authority that 95% of resumes ended up going straight to the trash without consideration. A resume hand carried to the chief pilot by an employee was always given consideration. Next to that, someone applying in person always got some attention. The only resumes mailed in that received any consideration at all were from people with a very significant amount of previous experience working for a similar operation. Other than that, either knowing someone or showing up in person with a decent set of qualifications during "hiring season" was the best way to get a job.
